Independent Verification of C-TPAT Cargo Security Controls


A private sector, third party verification process has been successful in several government policy initiatives. This white paper proposes a similar solution to reduce the risk that terrorists will exploit legitimate trade and the intermodal container to attack the United States using a weapon of mass destruction. By embedding a private sector, third-party verification process in the Custom-Trade Partnership Against Terrorism (C-TPAT) program, the United States can be better protect and expedite the transport of cargo through its ports.
